The Department of Budget and Management (DBM) announced that the release of funds for 2nd quarter operating expenses of the national government including allotments for SSL5 salary adjustments also includes the funds for the Clothing Allowance and the Mid-Year Bonus.

To ensure unhampered operation of the national government in the midst of the coronavirus diseases 2019 (COVID-19) pandemic, as well as continuous provision of compensation to all government officials, employees and those engaged under contract of services (COS), job orders (JOs), and other similar schemes, the Department of Budget and Management (DBM) released the corresponding Notices of Cash Allocation (NCAs) for the 2nd Quarter operating requirements of all National Government Agencies (NGAs) including offices enjoying fiscal autonomy, to the respective Authorized Government Servicing Banks as of 27 March 2020. The said NCAs are ready for crediting to the respective MDS Accounts of agencies on the first working day of April 2020.

Special Allotment Release Orders (SAROs) covering the salary differential to implement the first tranche of the compensation adjustment for civilian personnel, as authorized under Republic Act (RA) No. 11466 and National Budget Circular No. 579, were also issued to enable agencies to release the salary adjustments effective 1 January 2020.

Also included in the NCAs released are funds to cover the clothing allowance, as well as the Mid-Year Bonus (MYB) authorized under RA No. 11466 which shall be released not earlier than 15 May 2020 as provided for by law. The MYB is equivalent to one (1) month basic salary and shall be granted to those who have rendered at least four (4) months of satisfactory service and are currently in service.

To ensure the expedient and continuous issuance and release of obligation, disbursement and other authorities to all NGAs, a skeletal working arrangement in the DBM is in place. SAROs and Advice of NCAs Issued may be picked-up by the official agency liaison officers from the DBM-Central Printing and Releasing Unit from Monday to Friday, 10AM to 3PM.

Buti pa kayo meron ng CLOTHING ALLOWANCE at MIDYEAR BONUS, Kami na taga private school hindi pa ibinibigay ng DepEd yung panagako nila na i release yung voucher para sa mga Senior High School January pa yun ipinangako pero magtatapos na ng Marso wala pa rin. Saan na namin kukinin yung pang pasweldo namin sa mga Teachers at Staff namin 50 po sila lahat. NEW GENERATION INTERNATIONAL SCHOOL ang pangalan ng skul namin dito sa Trece Martires City, Cavite. Ilang beses na namin nag follow up sa DepEd pero lagi nalang wala pa, pero yung kanilang mga guro sa Public nag release na ng April Salary. Kaya gusto ko sanang malaman kung wala ba talagang pundo dahil kayo pong ahensya ang nag rerelease ng budget. Tanong lang po. Sana naman po mabigyan nyo ng pansin. Kung sakali man na na i release nyo na, pakikalampag naman ang DepEd lalong lalo ni si Sec. Briones. MARAMING SALAMAT PO.
